The Storm: Punished by Envious Enemies

CBI Raid, Suspension and Resignation:

Despite a career built on integrity and service, Sethi’s reputation faced severe challenge beginning late 2024. The Central Bureau of Investigation (CBI) initiated a high-profile probe into alleged bribery linked to a public sector company, following the arrest of a senior executive who purportedly accepted a bribe. During investigations, Sethi’s name emerged in connection with the matter.

In February 2025, a CBI team conducted an extensive raid at Sethi’s official residence in Bhubaneswar in connection with an alleged ₹10 lakh bribery case. Though the FIR did not name him, this search and subsequent scrutiny thrust him into legal controversy.

Days later, Sethi submitted his resignation to the Odisha government — a handwritten letter framed as a protest against what he described as undue harassment, and noting his exclusion from promotion while a batchmate advanced. In his letter, he highlighted his three decades of service and proclaimed innocence amid the raids, asserting that there was no FIR or direct charges against him.

This moment represented for many observers a flashpoint between administrative scrutiny and reputational damage — a narrative some interpreted as driven by professional rivalries or envy rather than substantive evidence.

Legal Proceedings and Institutional Response

Following the raid, the legal journey was complex:

The Orissa High Court initially granted interim protection against coercive actions and extended it multiple times while proceedings unfolded.

Later, the High Court lifted this protection and rejected anticipatory bail, underscoring the need for an unhindered investigation given the gravity of the allegations and Sethi’s seniority.

The Supreme Court also declined to interfere with the denial of anticipatory bail, setting aside relief but permitting Sethi to surrender and seek bail in due course.

Through these judicial developments, Sethi contended that he had no connection to the principal bribery offence, maintained his innocence, and that legal safeguards afforded him fair treatment as a citizen and bureaucrat under investigation.

From Suspension to Reinstatement: Restored by Truth

In early 2026 on Thursday, 5 February, the Odisha government reshuffled senior bureaucrats and named Bishnupada Sethi as Chairman of the Odisha Forest Development Corporation and Chief Administrator of the KBK (Kalahandi-Balangir-Koraput) region — assignments that signalled institutional confidence in his experience and leadership. This move came months after his repositioning as an Officer on Special Duty amid the CBI summons.

Many within and outside administrative circles viewed this restoration as emblematic of “truth prevailing over adversity,” where decades of demonstrated competence and service were ultimately recognized despite the cloud of investigation.
