CPI-ML (Liberation) responds to ECI on Bihar State Assembly Election

The Election Commission of India has repeatedly announced that it has shared with all the recognised political parties a full list of all the electors whose names were on the Electoral Rolls on 24.06.2025 but whose names do not figure on the Electoral Rolls published on 1.08.2025 because they were dead, permanently away etc. The ECI has also released the exact number of electors falling in each of these categories.

I wish to bring to your attention that my party has not yet received any such list (physical or electronic) for the entire state of Bihar. When our representatives asked for it they were directed to approach district authorities. At the district level, some of them received old list dated 16.07.2025 or new lists without the column for reasons for non-submission. You would appreciate that such a list is of no use to us.

May I therefore press you to urgently share the following information for all the constituencies of Bihar in a machine readable electronic form:

  • A full and final assembly constituency and part/booth wise list of names and details of approx 65 lakh electors whose Enumeration Forms were not submitted along with reasons for non submission (Death, Permanently Shifted, duplicate, untraceable etc); and
  • Assembly constituency and part/booth wise list of electors on the Draft Electoral Rolls published on 1.08.2025 whose Enumeration Forms have been marked “not recommended” by the BLO

The EC is trying to create an impression that everything is fine with the Bihar SIR drive and there are no complaints coming. Nothing could be farther from the truth. Just consider the following points to get some clarity on the situation on the ground.

  • It is not that objections are not being filed, the EC admits having received some 3,000 objections directly from electors (not through BLAs) which are yet to be addressed.
  • All deleted electors are being asked to apply afresh for inclusion by filling up Form 6. How does the EC know that the nearly 15,000 Form 6 received so far are all by first-term voters and not those who have been deleted?
  • We have been repeatedly asking the EC to provide us with booth level lists of deletion specifying the ground thereof, but to no avail. The EC insists on supplying only consolidated lists, which makes it inordinately difficult for political parties to crosscheck every deletion. Why is the EC refusing to share booth level lists of those considered dead or having permanently migrated from Bihar? Especially if the EC is really serious about ensuring that no eligible voter is deleted?
  • And why are lists being shared only in English? Why cannot we have lists with names written in Hindi?

Please treat this request as MOST URGENT and arrange for the information to be given in the next 24 hours. This is critical for us to cross check and verify the Draft Electoral Rolls.
